Structure and Conference 12TH – 15TH MAY 2015

 

Following on from the all members circulated on the 20th February:

 Scotland: single service and FBU re-structure

 

All District officials are in place except the Chair for District 6. by the time you read this all 7 District Committees will have met at least once.

 

As the Region is now reconstituted as the Brigade/Regional Committee, it will mean that we are entitled to 3 resolutions for next year’s FBU conference:

 

PRELIMINARY NOTICE OF THE RULES REVISION CONFERENCE

THE IMPERIAL HOTEL, BLACKPOOL

12TH – 15TH MAY 2015

 

1.         REPRESENTATION: RULES REVISION CONFERENCE 2015

 

Each Brigade Committee as defined by Rule will be entitled to elect delegates according to the Brigade’s membership.  Delegate entitlement shall be calculated at the rate of one delegate per 500 members or part thereof of each Brigade’s membership return for the month of June 2014, with a minimum of 2 delegates per Brigade.  The names of the delegates are required to be submitted to Head Office NOT LATER THAN 2.00PM 9th JANUARY 2015.

 

2.         TIMETABLE FOR CONFERENCE MATERIAL

 

(a)        Resolution Proposals for Inclusion in the Preliminary Agenda

 

Up to a maximum of three Resolution Proposals for Conference may be submitted by Brigade and Sectional Committees to reach Head Office NOT LATER THAN 2.00PM 9th JANUARY 2015.  Each Resolution Proposal should be on a separate form and returned electronically by either the Secretary or Chair of the Brigade/Sectional Committee, together with the name of the Brigade submitting the Resolution Proposals; the Standing Orders of Conference state that Resolution Proposals should deal with one subject only.

 

Neither Resolution Proposals nor Proposed Amendments to Resolution proposals can be accepted direct from Branches or Brigade Sections, but it is the duty of Branches and Brigade Sections to hold meetings for the purpose of considering Conference business and the submitting of their views to their own Committees.

 

            (b)        Alterations to the Standing Orders

 

Any proposed alterations to the Standing Orders of Conference must be submitted to Head Office NOT LATER THAN 2.00PM 9th JANUARY 2015.

 

           

(c)        Brigade/Sectional Committee Amendments to Rules

 

Up to a maximum of three Brigade/Sectional Committees’ amendments to the Union’s Rules, plus any consequential amendments to Rules required for consideration of Conference, may be submitted to Head Office NOT LATER THAN 2.00 PM 9TH JANUARY 2015.

 

 

3.         PROPOSED AMENDMENTS TO RESOLUTION PROPOSALS AND PROPOSED ALTERATIONS TO THE RULES OF THE UNION MOVED BY THE EXECUTIVE COUNCIL

 

            Committees proposing:

 

            (a)        Amendments to Resolution Proposals on the Preliminary Agenda;

 

Or:

 

(b)        ProposedAmendments to Executive Council’s Proposed Alterations to Rules, must submit such amendments to reach Head Office NOT LATER THAN 2.00PM 9th   MARCH 2015

 

NOTE:

 

When submitting Proposed Amendments to the Executive Council’s Proposed Alterations to Rules, Committees must be specific with both their proposed amendments and, if required, with any consequential amendments to Rules.  IT IS IMPORTANT that this should be adhered to, which will greatly assist the Standing Orders Committee in the preparation of Conference business.

 

4.         PROPOSED AMENDMENTS TO EXECUTIVE COUNCIL POLICY STATEMENTS

 

            Committees proposing amendments to Executive Council Policy Statements must submit such proposed amendments to reach Head Office NOT LATER THAN 2.00PM 10th APRIL 2015.

 

5.         FINAL AGENDA

 

            The Final Agenda, together with all other relevant documents will then be issued before Conference by the Standing Orders Committee in accordance with Rule, by 24th APRIL 2015.

 

6.         VOTING AT CONFERENCE

 

            Voting at Conference will be in accordance with the Conference Standing Orders.  Voting figures will be based on FBU Membership records as at 31st December each year.

 

7.         NOTE TO BRIGADE/SECTIONAL COMMITTEES

 

            Brigade/Sectional Committees should arrange their meetings to consider all Conference business in accordance with the above timetable.

 

8.         IMPORTANT

 

            Delegates must understand that they are expected to arrange for their service leave entitlement in order to attend Conference. Unpaid leave can only be arranged with the previous approval of the Executive Council.

 

 

As you will see above resolutions must be submitted by the 9th January 2015, in order to achieve this date I would ask that Branches meet to discuss any proposed resolutions/rule changes and that District Committees also meet to consider what resolutions/rule changes they would like to propose to the Regional/Brigade Committee which will be meeting on the 19th December 2014 to decide on what will be put forward for consideration of conference.

 

Branch and District Representation

 

As was outlined in the previous circular:

 

Branch Level

 

·              

Branches will remain as workplace branches in accordance with the union rules.

 

District Level

 

·              

The creation of seven new District Committees; three in the West Area; two in the North Area; and two in the East Area.

 

·              

The new District Committees shall include representatives of all Branches within the geographical area identified.

 

·              

The District Committee boundaries shall, as far as possible, reflect and take account of the boundaries of the areas covered by Local Senior Officers. These take account of Local Authority boundaries and allow members to clearly identify where a particular Branch should sit within the new structure.

 

·              

The District Committee boundaries should, as far as possible, ensure a balance of numbers of members between Districts. This is to ensure maximum democracy within the new structure.

 

·              

The members within each District shall elect (by ballot) a District Secretary and Chair.

 

·              

The District Secretary and Chair (14 in total) shall attend as delegates to the Scottish Regional\Brigade Committee, with full voting rights.

 

·              

The boundaries of the Districts are currently under consideration by the Scottish Regional\Brigade Committee.

 

 

Please see the attached list of Branches in your District; representatives from all Branches in the District are entitled to attend District meetings, contact your Local officials for information of dates of your next Committee meeting.
